Mr. Mann came to see me on 1.10. From what
he said i think it most unlikely that he would be
able to accept the job if it were offered him. He
is well aware of the interest and importance of the
work and i do not think that anything would be gained
by endeavouring to bring special pressure to bear
on him.
He is inclined himself to think that the Board
of Education could produce, apart from himself, a
suitable candidate, but he appreciates the necessity
of getting a man who will not only write a sound
report but also establish such relations with the
Hong Kong Government as will induce them to accept
it. He said that he would have a talk with the
Board of Education authorities concerned regarding
the possibility of himself going or other possible
candidates and that he would let me know, or you if
he could not 'phone to me today, whether in his
opinion the prospects of getting a really good man
from the Board of Education were such as to justify
an official requisition being made to the Board.
I think that his judgement could safely be relied on.
If he is doubtful I am inclined to suggest that
other possibilities than a Board nominee should be

I understand that you would like a note at
this stage on despatch of 28/34. The reply is
obviously satisfactory. My views regarding the
suitability of Mr. Mann for the proposed survey
remain unaltered and it seems clear from the des-
patch that the Governor would raise no objection
to him, though naturally he leaves the selection
to the Secretary of State. If it is decided to
proceed in the direction of Mr. Mann I should be
ready, if asked, to consult Mr. Duckworth, Chief
Inspector at the Board of Education, regarding the
propriety of consulting Mr. Mann confidentially
before making any formal requisition to the Board
of Education for his services. My last day in
office before my visit to America will be Tuesday
2nd October.
